James "Jimmy" Nixon McGarfield was the largest Fourth Grade President-For-Life at Gallagher Elementary School. He first appeared in Operation: R.O.B.B.E.R.S. and made his official debut as "Fourth Grade President" in Operation: P.R.E.S.I.D.E.N.T where Sector V escorts him to a meeting at City Hall, where he plans to shorten school days and make mandatory pizza lunches. Along the way, they are attacked by Ice Cream Men and a robotic duplicate of Jimmy controlled by the Delightful Children From Down The Lane.
He is an large obese boy with orange-brown hair, wears glasses, a white fedora (hat), pink shirt underneath, black shoes, and a white coat and pants. Later, in Operation: S.N.O.W.I.N.G. his outfit changed to a black fedora, black gloves, and a black trench coat because he had turned evil and was trying to win the of Lizzie Devine. He ultimately failed and was arrested, but discovered that his loyal secretary, Anna Worthington (arrested for aiding his plans), had a crush on him.
